The board can put the project money with a title company or bank. That agent pays the contractor against each pay application the board approves and the signed lien waivers. Contractors price a job sharper when the money is already set aside. TruPoint reviews each pay application and sends its recommendation to the board, and to the agent when the board directs it. The board approves every payment, and the money stays with the agent until it does.
