Bid Processing

Three or more sealed bids the board can compare on equal terms.

Three sealed bids on one scope, opened together and compared side by side, so the board sees what each bid left out before it votes. SF 1750 will require the three bids from January 1, 2027. The board gets the comparison and a file it can hand an owner a year later.

Starting January 1, 2027, SF 1750 will require at least three written competitive bids before an association signs a maintenance, construction, repair, or reconstruction contract estimated at more than $50,000. Minnesota Session Laws 2026, chapter 82, section 4.

What the board gets

  • The bidder list the board controls. The board decides who is invited.
  • Sealed bids, opened together, on the record.
  • The comparison chart against the criteria of SF 1750: cost, qualifications, warranties, responsiveness to the solicitation, and time to complete.
  • The affiliated bidder disclosures, written for the minutes.
  • The board vote file, and the record the association keeps for six years.

How it works

  1. Invitation

The bid package goes to the bidders on the board's list, with one date and one set of rules.

  2. Questions and addenda

Every bidder gets every answer, so nobody prices a different job.

  3. Sealed opening

Bids arrive sealed and open together, documented.

  4. The evaluation chart

Price, scope coverage, exclusions, schedule, and qualifications, side by side, in a form a volunteer board can read.

  5. The vote

The board makes the call. The file backs it up.

Who it is for

  • Boards with a contract over $50,000 on the 2027 calendar.
  • Boards that want a bid file an owner can read a year later and understand.
  • Managers who would rather have the bid run by someone with no bid in the envelope. How a management company plugs TruPoint in.
